What a student counts

A student's count under the agreement, by placement and age.
Placement Age 3 to 5 Age 6 and up
No program the agreement names 1.375 1.000
A program the agreement names: DHH, ESN Ele, ESN MS, SCSB CC, SCSB MS, SEAS 1.375 1.375
SCSB or PK SCSB 1.750 1.375

When the case manager is an SLP, the age row applies whatever the program. No birthdate on file counts as age 6 and up. Age is counted to the day, on the day the month's file is uploaded.

The agreement names the eight programs that count 1.375 at age 6 and up. Program names must match exactly, capital letters included. A district administrator can change a program's count.

Caps

Each SLP has one cap: the first of these that applies.

  1. A cap set for one SLP. An administrator can set it, and when set it always wins.
  2. 40, the preschool-only cap, when every student on the caseload is under 6.
  3. 55, the default cap, otherwise: as soon as one student is 6 or older, or has no birthdate on file.

Status and the outreach line

Status compares the number of students on a caseload, not its weighted total, with the SLP's cap.

Status at the two usual caps.
Status Cap of 55 Cap of 40
Over cap (Red) More students than the cap Over 55 Over 40
Approaching (Orange) Within 5 of the cap, up to and including it 50 to 55 35 to 40
Within cap (Green) Below the approaching band Under 50 Under 35

The approaching band is 5 students wide by default; an administrator can change its width.

The outreach line is separate from status. An SLP whose weighted total is 55.000 or more is at the outreach line, the agreement's “district outreach at weighted 55+”, and her weighted total is flagged on the SLP pages and in reports. It never changes her status: it is there so a heavy weighted load cannot sit unnoticed behind a count within cap.

Students excluded from every count

A student is left out entirely, never counted on any caseload, cap, status or report, when any of these is true.

No SLP assigned
Both SLP columns are blank on the upload.
Discontinued
The student's status is discontinued.
Past end date
The end date falls before the first day of the upload month. A student active for even one day of that month is kept.
Duplicate SEIS ID
Only the first row for a SEIS ID in one upload is kept; later rows are excluded.

Sources: the counts 1.375 and 1.750 come from the Speech Advisory Team's (SAT) “Weighted Caseload” deck. The 55, 60, 40 and 45 caps and the outreach line come from the district agreement, Section D, and the California Education Code's caseload-cap provisions.
